Tournament Format
The Organizer has set the format for the tournament as follows;
1. The tournament consists of two phases: - qualifying phase (3 rounds) and play off phase.
2. Qualifying phase:
First round - The organizer will draw all teams by ballot into 32 groups of 4 teams. The matches will be played on round robin (league) format and the top two teams from each group will qualify to the next round.
Second round - The organizer will draw all teams by ballot into 16 groups of 4 teams. The matches will be played on a round robin (league) format and the top two teams from each group will qualify to the next round.
Third round - The organizer will draw all teams by ballot into 8 groups of 4 teams. The matches will be played on a round robin (league) format and the top two teams from each group will qualify to the next round.
Each team will play each of the other teams in the group once, with 3 points awarded for a win, 1 for a draw and no points for a defeat. If 2 or more teams are equal on points, their position within the group will be established according to the following criteria, in the order given:
a. Goal difference resulting from all the matches played among the teams in question.
b. Number of goals scored in the matches involving the teams in question.
c. If 2 teams still finish equal on points, with the same goal difference and having scored the same number of goals, the winner of the match between the 2 teams in question will be declared as the higher-ranked team (head to head rule). In the event of this score being tied, then the tie-break rule will apply.
3. Play off phase:
The subsequent rounds will match the top two teams from each group in third round to the play off phase; until the semi-finals with winners proceeding to the tournament final and losers proceed to the tournament 3rd and 4th place play off. Play off Phase matches will be played on a knock out format where winners will proceed to the subsequent rounds. The penalty shoot out rule will apply in the event of a tie without any further extended time for play with the exception of time added on for injury stoppages.
4. Tie-Break Rule: the earliest time of the first goal being scored by any teams in any games played within a group will be used as the ultimate decider in the case of identical ties for ranking purposes.
5. Penalty Shoot-Out Rule: 3 penalty kicks will be awarded per team and subsequently 1 kick on sudden death basis until a winner is declared when one team has scored more goals after equal amounts of penalties has been taken.
